Overview

Provide program analyst support to program management, technical leads and Business Financial Managers (BFMs) as required. Provide support for budget analysis and reporting requirements, to include collecting financial data, analyzing financial and expenditure reports, and providing recommendations to support sound financial decisions based on the analysis.

Primary Duties and Responsibilities

Provide program analyst support to program management, technical leads and Business Financial Managers (BFMs) as required. Provide support for budget analysis and reporting requirements, to include collecting financial data, analyzing financial and expenditure reports, and providing recommendations to support sound financial decisions based on the analysis.

Assist in preparing budget drills and financial data for briefs including Congressional, Special Program Review Group (SPRG) and Program Objective Memorandum (POM) briefs. Assist in reviewing Statements of Work (SOW)
/Air Tasks to identify specific tasks and the commensurate level of funding required. Assist in establishing and maintaining the program budget through the Future Year Defense Program (FYDP) in excel/pivot tables.

Research and prepare weekly Audit Readiness Corrective Action (ARCA) drills for BFM review and submittal. Assist in preparation of monthly Budget Object Classification (BOCs) drills for BFM review and submittal. Assist in drafting procurement packages for contracts and government activities, ensuring that all justifications are provided in accordance with the procurement type. Ensure that procurement packages are complete and track packages through the approval process with the acquisition, cost, security, finance, program management and contracts teams. Review and analyze contract and government financial statements and reports to assist in updating and recording all expenditures and incurred/accrual costs monthly to support timely analysis of program execution. Notify the BFM of any actual or potential execution issues. Analyze obligations and expenditures, maintain forecasts, prepare reports on the status/recommendations and availability of funds. Assist in reconciling the program budget by analyzing execution status sheets (Obligations, Expenditures and Accruals) and contract resource information and recommending corrections where appropriate. Understand the program budget structure, both current and out-years, to assist in identifying funding for all efforts.

Assist in preparing budget documentation throughout the fiscal year, helping to ensure that formats are adhered to and that all justifications are included. Establish and maintain program budget data source in Excel for current and FYDP budget. Run various pivot tables using this data source for a variety of needs including budget drills, submits, weekly reports, etc. Maintain detailed notes to track all movement of funds between lines in budget data source file. Ensure that all funding actions are properly recorded in the data source for the current execution year as well as ensuring that any out year funds needed for that package is recorded. Prepare execution reports for all program technical leads on a monthly basis and prepare execution reports on a weekly basis to support weekly program office execution/technical reviews. Assist in triannual reconciliation.

Occasional (~10%) travel is required for this position.

Education and Experience Requirements

Required Experience and Skills:

Education: Bachelor's Degree in a financial or business discipline from an accredited college or university. Experience cannot be substituted for education.

Experience: Candidate must have at least five (5) years of experience in financial analysis supporting Department of Defense programs.

Candidate must be proficient in all Microsoft Office products (Outlook, Word, Excel, and Power Point), with a preference for experience creating and manipulating pivot tables in Microsoft Excel.

 

Desired Experience and Skills:

Candidate should have experience working in a dynamic. schedule constrained, complex security 

environment and have the ability to respond to drills with a short turnaround time.


Must have a current TS/SCI clearance
